Flood Zone Classification

Most of the Bolivar Peninsula, including Crystal Beach, is in FEMA flood zone VE or AE. Zone VE is the coastal high-hazard area where storm surge and wave action are expected. Zone AE is also high-risk for flooding. Both zones require flood insurance for federally backed mortgages.

The peninsula sits just a few feet above sea level. There's nowhere for water to go during heavy rain or storm surge. The entire peninsula can flood during a major hurricane. This isn't a hypothetical risk. It happens.

Hurricane Ike: The Worst Case

Hurricane Ike in September 2008 is the defining flood event for Crystal Beach. The storm pushed a surge of 15 to 20 feet across the peninsula. Nearly every structure was destroyed or severely damaged. The community of Gilchrist, east of Crystal Beach, was essentially wiped out.

Ike is the reason most homes you see on the peninsula today are built on tall pilings, 12 to 15 feet or more above ground level. It's also why FEMA elevation requirements are so strict here. If you're buying or building, understand that Ike-level events are possible, though rare.

Rainfall Flooding and Road Closures

You don't need a hurricane for flooding at Crystal Beach. A heavy tropical rainstorm can dump 4 to 8 inches in a few hours. Highway 87, the only road on and off the peninsula, floods in low spots. When the highway floods, you're stuck until the water recedes.

Drainage on the peninsula is slow. The water table is high and the soil doesn't absorb water quickly. Low-lying areas can stay flooded for a day or more after heavy rain. If you see water across the road, don't drive through it. Turn around. Every year people get their vehicles stuck or flooded trying to push through.

Evacuation Routes and Planning

Highway 87 north toward Winnie and I-10 is the evacuation route. The Bolivar Ferry is not an evacuation option during storms since ferry service stops when weather gets bad. When a hurricane is headed for the upper Texas coast, leave early. Don't wait for a mandatory evacuation order.

Traffic on Highway 87 gets heavy during evacuations because it's one lane in each direction for most of the route. Once you hit I-10, you have more options. Head north toward Beaumont or west toward Houston. Have a plan before hurricane season. Know where you'll go and how you'll get there.

Protecting Your Property

Raise everything up. New construction must meet FEMA base flood elevation plus additional freeboard. That's why homes on the peninsula are on tall pilings. If you're buying, check the elevation certificate to make sure the home meets current standards.

Keep an emergency kit with important documents in a waterproof container. Know how to shut off your utilities. Remove or secure outdoor furniture and loose items before a storm. After flooding, don't enter a structure until it's been checked for structural damage. Floodwater contaminates everything it touches, so cleanup requires proper safety equipment.
